In an effort to prioritize and select which carriers should undergo a roadside safety inspection, the Federal Motor Carrier Safety Administration utilizes a rating program called the Inspection Selection System (ISS). This system is accessible by roadside inspectors and grades a carrier using an algorithm taking into account their entire safety performance history. Here’s how it works:
Every carrier that is registered in the Motor Carrier Management Information System is assigned an ISS inspection value, which is ranked on a scale of 1-100. This value is then used to recommend to inspectors whether a carrier warrants an inspection.
Values are based partly off of a carrier’s seven Behavior Analysis and Safety Improvement Categories (BASICs) scores: unsafe driving, hours-of-service compliance, driver fitness, controlled substances and alcohol, vehicle maintenance, hazardous materials compliance, and crash indicator.
Values are as follows (as indicated by the FMCSA):
1-49: Passing. Does not warrant an inspection.
50-74: Optional. Inspection is warranted and is a “next level priority.” Includes “insurance/other serious violations, carriers with single BASIC prioritized for intervention that is best addressed roadside, carriers with unsafe & crash indicator BASICs prioritized for intervention, and carriers with single unsafe or crash indicator BASIC prioritized for intervention.” 1
75-100: Inspect. Top priority inspection is warranted. These include those carriers that are out-of-service, high-risk, and/or have “multiple BASICs prioritized for intervention.” 1
